The Problem with "Bad Apples"
You hear this a lot, don't you? That it's "not all cops." "Few bad apples doesn't mean it's all bad."
I recently read several comments and even heard on a recent radio show about "bad apples" and that this wasn't strong enough to support gutting entire systems and starting over.
Bad apples, especially in this context, are indicative of poor systems. It's the result of violent, oppressive systems designed to further disadvantage and harm certain people.
